I should also wish a communication to be made to H. M's Consul at Callao inviting him to report to the condition on arrival there of the Coolies to be shipped hence in the "Frederic" (Nicise Muster).

That this vessel will probably leave early in July for a further voyage from this Port may possibly spring up I think the Consul might also be requested to furnish a report based on the most recent information as to the general treatment of Chinese Emigrants in Peru and their prospects in that Country together with a tariff of the ordinary wages of the laboring population. The latter information is most important for deciding how contracts with imported labourers is to be deemed fair or not because no contract can be regarded fair, which would give less than the ordinary wages of the Country.
